How the VMKernal is allocating storage IO for each VMs

I would like to know the document to refer that how the VMKernal is allocating storage IO for each VMs.

Example : There are Multiple VMs are configured in a Datastore and few VMs are using less IO utilization and some of VMs are using High IO utilization, so how the Kernel will allocate the traffic to each VMs.
