Problem in vmotion on VSA

Hi

we have configured new VSA with two-nodes, then manually shutdown one of ESXi, but running VM shutting down on faulted ESXi and bring it up on another ESXi host.

so this is not suitable for us, because we need the service at 24/7 and we have not any downtime.

please let me know at first, does VSA is best way to have HA and Clustering without any down time or no, by the way we have not any storage area network.
