If I understand correctly you have 1 host with 15 VM's.  I assume they are sharing the same datastore.. There is your problem. Your disks array or possibly you don't have enough spindles, can't keep up...

if you have multiple hosts... and shares that datastore you can use SIOC and disk shares to prioritize the IOPS but u need ENT+ license..else you can use normal disk shares..that will ensure critical...

Change the share on their disks? That way if there is contention, the VMs that according to you need preference will get it.
